Frank Drohan has been well ahead of the curve, witness his choice of project partner, CCC, who can do about anything it wants in terms of its own resource allocation and capability--kudos to Frank.

Meanwhile, Dubai would do well to control their hyperventilating, and pass along some of their construction cranes.
