I had to listen one more time the interview with Mr. Drohan and he stated "we heard that the government would like to finalize in April and sign in May" and so do you but why is it not happening

It didn't happen WHY Mr. Drohan. I know nothing is written in cement but tell us why things are not happening as projected.
