Have you ever done any business in the Middle East Doha, if you'd have you realize that these delays in no way represent a lack of interest by the government, quite the opposite they want this so bad that every government official is reviewing and giving their input each step of the way.

This is not North America where things happen even government discussions happen relatively quickly, this scale of development and commercialization is a very recent concept therefore they move very slowly but the final agreement is coming very soon.
