Thanks for your comments. By all the news from the various Oman newspapers, the Omani's are a very calculated and organized government, and need to have all their ducks in place to move forward. I would think the carriage roads, the turnabouts, the waste water, the gas to the project sites are probably but a few preliminaries. I too would hope for the best, that the signing would preceed the report.
