Know what I think? If mgmt still believes it will be signed this weekend, he's not going to Oman. Maybe it's already signed (keeping in mind they are required to report this within 3 days of the material event) and they just plan a big announcement. He may have missed the signing. He had told me a few weeks ago it was his plan to be there for the signing ... but maybe that didn't work out.
