It is not unusual to attempt to negotiate a settlement even where the claim is believed to have little or no merit. First, just because PTSC believes there is no merit to Moore`s claim, that doesn`t make it so --- a judge or jury could disagree. Second, there is longer-term value in ``converting`` a lesser adversary who can then provide assistance toward the main goal.

There are undoubtedly other reasons, but those are the main ones IMO. Best wishes.
