Ehhhh, it all depends what kinda mood those market makers who are on the bid and the ask are feeling.  You can take a look to see what company they are from.  Goto www.otcbb.com type in PRCC, then go to the Level II quotes link, and you can see whose on the bid/ask and the prices.
