Note that FWR now trades at a premium to the 4 for 1 NOT offer price.... Stock is being accumulated.

Now if you think that NOT might target PRB next, then keeping the price down on PRB in the meantime would be prudent. Thus if an offer was made at 3 for 1 based on the 5 for 1 value relationship now..... Investors might embrace a takeover offer.
