This was an interesting find, as I don't recall seeing it before. What I don't understand is the part on Page 7, where it appears they planned on drilling 6 holes in February 2011. It even goes so far as to give the location, depth and angles. I was unable to copy and paste that part of it, so I put the link to the enviromental impact study at the bottom of this post.
