See, this is why crooks only consider a 4 million dollar fine a slap on the wrist, a cost of doing business. There really is no deterrent to crooks, but perhaps an incentive to continue crimes, because the payoff is so huge. In all reality, who would mind paying 4 million dollars when they know they can make 140 million back? This is one thing thats wrong with the judicial system.
