This is important information, and blatantly shows the ongoing desperation by the perpetrators.

Legally, and regulatory, I am aware of no regulation that permits a financial institution and Exchange (TSX), to convert Canadian shares to a OTC (Pink sheet) status. This is very odd and out of any norm indeed.
