Yes you are certainly correct that it was the CEO who was responsible for driving SLI into the ground. That said however given what we are discovering about the modus operandi of the BCSC I would be fairly certain that some officials in the TMX and BCSC were directly involved as co-conspirators.

If not then the all the staff at these agencies are really dumber then rocks, either way its a dangerous situation for investors and the public.
