More specifically: What is it that is resulting in the DELAYS?

We know more work is being done and is said to be necessary to maximize RECOVERIES, but why can we not see the Mill operating while the fine details of Maximizing Recovery Rates are fine tuned?

It would be good to show that we (UC) are not GROPING.
