"No premium if he waits for the existing crew to be signed off by the previous contractor of said crew" In m world, this does not exist. If I pay mobe/demobe full rate, and another contractor take crew and equipment from my job and does not pay this, I would be very, very upset at the subcontractor.

In your world. Is there any other world where it might be different? Jim, the other explorer, and the drill contractor are all friends/friendly, and talk every day, or close to it. Is it inconceivable to you that they might work co-operatively?
