If it doesn't require that much money spent then what in your opinion is the holdup and why are we still close to the bottom of their list?

Teck spends more on charity every year in multiples than they do on Schaft Creek. Maybe somebody should do a desktop study on why Elmer is still running this thing and let shareholders know what the story really is.
