If they knew based on the SC PEA that they could make a deal for SC that would bring in $X00 million - they may deceide that they would rather spend $15 million on furthering VD to a BFS or improving the project more. If they don't have the money from SC then they also don't have the money to furhter develop VD and the decision is made - unless of course they sell more shares which I don't think they want to do.
