I spent about four years in the Army Chief of Staff's Office a while back. The big boys on the Army Staff would prepare mega documents and send them to the Chief. Then some 04/05 like me would study the packages, summarize them in a paragraph or two, and tell the Chief what he should do with them. (no smart comments, please!)

Probably the same deal in ven. Some staff weenie looks over the report, tells the boss what it says, and he does what he wants anyway ... like you said.
