nbeans: I think it was back in Chavez's time he announced leaving the IMF and World Bank. As far as I know VZ still has funds within the SDR at the IMF but I haven't checked - they may have withdrawn them all recently. It wouldn't stop VZ seeking funding from the IMF - provided as jimmijazz says they deal with outstanding ICSID awards.
