Message: Venezuela's parliament appealed to US Treasury on Rosneft deal with PDVSA -

MEXICO, May 25 / PRIME /. The head of the Venezuelan opposition parliament, Julio Borges, in a letter to US Treasury Secretary Stephen Mnuchin called illegal the possible acquisition by Rosneft of control over a subsidiary of PDVSA in the US, Citgo Petroleum, Bloomberg reported .

"It would be illegal for Rosneft to get the share of PDVSA in Citgo if the Maduro  regime does not fulfill its illegal debt obligations to Rosneft," Borges said in a letter dated May 24. The agency Notes that he has a copy of the letter.

"This deal could be the result of an illegal and desperate attempt to dictate Nicholas Maduro to fill the treasury in order to continue persecution of millions of Venezuelans who demand elections and democracy in the streets of our country," he added.

Borges also urged the US Foreign Investment Committee to cancel the deal, noting that it is contrary to US security interests. The head of the Congress said that the country's parliament does not recognize any debt obligations of Maduro, not agreed with him.

Citgo's shares are pledged to Rosneft, which ensures the fulfillment of the PDVSA's monetary obligations to the Russian company. Citgo Petroleum is engaged in oil refining, as well as transportation and sale of petroleum products, it owns 48 oil refining terminals in 20 US states.

Last week, the head of Rosneft Igor Sechin told reporters that the company was not going and is not going to get into the management of Citgo. He explained then that Rosneft, as part of the purchase of oil in Venezuela, provided an advance payment and received volumes of oil, but requested payment of Citgo shares to guarantee payment.

As reported, this spring a group of US senators drafted a bill aimed at countering Rosneft in gaining control over any energy company in the United States. A number of US senators in a letter to Mnuchin expressed concern over possible control of Rosneft over Citgo.

Canadian Crystallex and American ConocoPhillips (having claims to Venezuela due to the nationalization of their assets) sued PDVSA in connection with the company's loan deal with Rosneft Trading SA, which is under Rosneft's control. PDVSA has pledged a 49.1% stake in Citgo to Rosneft, the plaintiffs' documents said. The Venezuelan company confirmed that it used the remaining share in the "daughter" to attract finance, but did not specify how much it received from Rosneft.
