"This reeks of corruption." This is the understatement of the year. 

The time to commence a successful legal action is as important as the substantiation of the complaint. It cannot start too early or too late, and it cannot be done by going out on a limb. Only a plaintiff with more money than common sense, legal counsel on a big retainer charging hundreds of dollars per lawyer/hour, or both will rush in. This especially when you are dealing with people that can outlast you spending somebody else's money hand over fist to keep what is left for themselves.

Spaniard's have a saying which is seems appropriate here: "To every pig comes its Saturday". It is in reference to the pig farmers business of raising and fattening pigs that are slaughtered once they reach the optimal weight to sell the meat at the next farmers' market, which takes place every Saturday.
