The National Assembly approved on Tuesday the report of the draft budget of Parliament 2020, presented by the Finance Commission. He also declared void and non-existent the actions of the attorney of the regime of Nicolás Maduro, Reinaldo Muñoz Pedroza.

In addition, the opposition majority endorsed an agreement on the occasion of Human Rights Day and declared a complex electrical humanitarian emergency in Zulia state.

Budget

Deputy Alfonso Marquina was in charge of presenting the draft budget, included as the first item on the agenda. He informed that this established an amount of 1,849,571,000,000 bolivars, to cover salaries of 5,044 workers, including retired deputies.

However, they received a communication from the Central Budget Office that approved only 2% of salary requirements. This, in his opinion, with the intention of continuing "with financial suffocation" to try to break the Legislative.

«These miserable (Chavismo) are only sending to this AN the equivalent of less than one month of the wages of workers and retirees. Little does it matter to them that 5,000 families go hungry for the intention to continue perpetuating themselves in power, ”he said.

Despite not agreeing with the approved figures, he said they submit the report for the welfare of the workers. "The worst thing that can happen is that we do not approve and tomorrow use that excuse not to give workers a bolivar," he said.

 

 

He also stressed that, despite the claim to submit to Parliament, they will continue standing. «The ten projects that we develop do not receive a single bolivar, believing that with that we will lower the Santamaría. We have not lowered it, we have not gone, surrendered, or put on our knees, but it was you (PSUV) who today come to swear before Juan Guaidó as the legitimate one of the AN ”, he emphasized.

The legislator Omar Barboza delivered a project for the Legislature to manage the state budget in the face of the defenselessness of the nation.

He mentioned that this project proposes the administration of the country's funds by the AN, which has the obligation to manage them for distribution among citizens.

«Today the country is drifting. That money is owned by the Maduro regime to distribute to each other, ”he said.

 

 

The official deputy César Carrero said that the economic blockade, imposed by the United States, has stifled the nation and violated the rights of workers.

"Thanks to the constituent national assembly, the various budgets are being approved and work is being done so that our country is not paralyzed," he said.

He said that in addition to talking about the budget, the distribution of humanitarian aid should be reviewed. "They talk about the fact that the deputies do not have a salary, but there has to be a debate because there is talk that there are first, second, third and fourth deputies," he urged.

Attorney

The opposition majority ratified José Ignacio Hernández as special prosecutor of the republic on Tuesday. He recalled, therefore, that the contracts, powers and designations granted by Reinaldo Muñoz Pedroza, attorney of Maduro, are without effect.

Before the usurpation of the office of Muñoz Pedroza, he urged the ambassadors of the Presidency in charge of carrying out the procedures to be included in the list of sanctions.

The Legislature also declared the alleged contracts signed with Crystallex on September 10 and with Rusito Mining Limited on October 5, 2018 void and non-existent.

Parliamentarian Macario González said that the AN must rescue and protect the assets of the republic. He recalled that the only one who can assume the representation of the country is the attorney appointed by Guaido, so everything signed by Muñoz Pedroza "is of absolute illegality, nullity and non-existent."

 

Deputy Henry Ramos Allup said that the interests of the republic are in suspense, given that the Chavista attorney "is a kind of legal outcast that does not represent anyone and nobody recognizes."

In his opinion, Parliament must be attentive to lawsuits against the nation, given that it represents, beyond a political interest, the national economic interest. "They sue us everywhere because they know we are helpless," he said.

Given this situation, he said that the AN must guarantee the representation and defense of national interests. "Venezuela, as a country, cannot fall into a state of defenselessness before lawsuits initiated," he concluded.

 

The socialist Williams Benavides said that José Ignacio Hernández belongs to the law firm that defends the interests of Crystallex. In his view, the so-called "cucutazo" should be discussed in the plenary.

“We would talk about humanitarian aid because corruption is not right or left, it is corruption and we have to talk about it. He has no power (the opposition) to name a condominium and they come to speak as if they were the owners of the country, ”he said.

Human rights

The Chamber joined the commemoration of the 61st anniversary of the Universal Declaration of Human Rights. He ratified the invitation of the Inter-American Commission on Human Rights to verify first hand the situation of the country.

He also urged the Prosecutor of the International Criminal Court to begin the formal investigation process against Nicolás Maduro and others responsible for crimes against humanity in the country.

The Legislature also requested the immediate release of all political prisoners, especially that of Deputy Juan Requesens and that of the director of the Presidency office, Roberto Marrero.

During the debate, opposition deputies recalled those killed by the regime, such as Óscar Pérez, Councilor Fernando Albán, Captain Rafael Acosta Arévalo. Also to the young Neomar Lander and Juan Pablo Pernalete, among others.

They also mentioned the violation of civil, political and socioeconomic rights, such as the right to health, food, education and freedom of expression.

For his part, Chavismo said that the Chavez ruler has guaranteed the human rights of citizens since he assumed the presidency.

Electrical emergency

Although last week the first discussion of the draft Financial and Technical Assistance Law was deferred before the emergency of the electricity sector to reach consensus, everything seems to indicate that it did not succeed.

This week, the Parliament discussed, instead, an agreement in recognition of the humanitarian crisis in Zulia state due to power failures.

Therefore, he declared the humanitarian emergency in the Zulian entity, given the electrical situation that paralyzes economic and productive activity.

The opposition majority supported the management to request formal international support to the UN System of Cooperation Agencies to apply palliative and immediate improvements in power generation.

In addition, it agreed to analyze and publicly discuss the project submitted by CAF and the UN implementation proposal through UNDP, for the technical and financial assistance of the humanitarian crisis.

Deputy Enrique Márquez rejected that the legal instrument on the electrical crisis was not approved in the first discussion.

«We cannot be happy because of the lack of sensitivity of this House. This has been a law built by political humanization, ”he emphasized.
