The US Department of Treasury issued a license on Tuesday that allows nine international organizations to make transactions with the Central Bank of Venezuela.

Among the authorized organizations are the Inter-American Development Bank (IDB), the International Monetary Fund (IMF), the Development Bank of Latin America (CAF), Inter-American Reserve Fund, World Bank (WB), as well as the International Committee of the Red Cross, agencies attached to the Organization of American States (OAS) and some agencies the United Nations Organization (UN).

According to the document, this license DOES NOT ALLOW the unlocking of goods, transactions, or dealings with any blocked person other than the Central Bank of Venezuela, or official of the Nicolás Maduro regime that will be blocked.
