The Nexus that Venezuela is looking for is PDVSA's participation in the wrong that KRY is trying to get a remedy for, i.e. the Las Crstinas mine expropriation. That nexus can be found in the fact thet PDVSA got all the exprorpiated gold mines for free and then turned around an sold a 25% stake to the Venezuelan Central Bank for $2.4 billion. Thus PDVSA benefited from the expropiation. Note that this fact is not even contested in Vanezuela's reply.
