the Leclanche agreement with Cummins is an MOU for Rail and Marine. Does not specify where. My guess would be EU.
The Accelera and Blue Bird agreement is to accelerate Blue Bird's production in NA. They want to take advantage of the IRA and Infasturcture bills. They have an order back log of 5,000 units.

12-18 months to output 1,000 buses. This has to have been in the works in '22. EFL has been indicating the bus agreement has been in the work mid '22.
Not sure Accelera/ Cummins $452m investment in Jamestown is to impact this agreement. No indication on the leadtime for the investment.
EFL did not put together a +$4m assembly line to put out a couple of test batteries. They had to have some indication/ commitment to a volume of production. There is likely an NDA.
