1.   You have to be logged into Agoracom on the top right of the page

2.  On the bottom right of every message is a report violation box and a recommend box.  If you click on the recommend box once you will see the number go up by one.  You can only recommend a message once.

3.  No recommend box shows on your own messages so you can not inadvertently recommend your own messages.  Everyone else will have a recommend box when they read your message.

I'm not sure but there may be a restriction on recommending when someone first starts using Agoracom.  Not positive about that.
