S&P's home page for that index is here . The page has a pointer to a fact sheet which shows the criteria for getting added (and remaining) in the index.

I did a quick and sloppy search and found one ETF based on the index... Claymore S&P/TSX Global Mining ETF... Symbol CMW. Total assets about 58 million dollars. So for a ballpark figure it might end up with about $500,000 worth of ECU.
