The Chinese are very polite in words, but we can be sure that this goes much deeper than just those words. This sounds like a verdict and they will take appropriate measures to mitigate the damage.

Remember most of the Polit Bureau in Bejing consists of real engineers. How can you complain to a government which consists of fraudulent lawyers and is hostage to a crony capitalist financial sector and their "financial" engineers? You can't, but by taking appropriate action.
