It will be government financing as per Bernard's reference to "an entity with a different sense of time". What other entity could he possibly be refering to that moves at its own pace? A pace that is even slower in the spring and summer. The the good side is government means no dilution... the bad part is we have to wait for government.

He was also clear that he is prohibited from talking about it other than what he has already said, so we are forced to wait... maybe into the fall but hopefully not.
