I don't know more than you do.  I'm guessing / hoping Bernard will have an interview with George to give us more details.  I'm guessing Mrs. Mazeau had the contacts Bernard was aiming to reach, and the fact the MOU was signed in may but only announced today at the same time as the meeting with GICAT scheduled for this week, is telling that GICAT was probably who Bernard was aiming to reach.  Also the fact that the MOU designates (limits) LN INNOV as the exclusive French representative for a 1Kw version of the system, meaning that HPQ/Novacium could get other representatives for bigger versions of the system and / or outside of France.
