Innovation, First Nations key to resource development

The Ontario government's goals of fostering a culture of innovation and enhancing relationships with Indigenous people and communities are key to its mineral development strategy, including development of the Ring of Fire in Northern Ontario, Christine Kaszycki said on Thursday.

Kaszycki, the assistant deputy minister for the Ministry of Northern Development and Mines mines and minerals division, also spoke about opportunities for the Sudbury region during a Greater Sudbury Chamber of Commerce luncheon at the Copper Cliff Italian Club.

"I think most folks would agree that innovation to improve productivity, decrease costs, will be key to the long-term sustainability of the mining sector," Kaszycki said. "In order to foster the innovation that's required, requires an environment of collaboration."

Reducing emissions to meet regulatory requirements in a low-carbon economy, as well as enhancing safety, will require innovative solutions, she said.

"I think there's a significant opportunity to leverage the incredible capacity that the Sudbury region has in terms of research and development and innovation, the supply and service sector, and great host companies who can benefit from innovation and apply new technologies, to really begin to take advantage of our innate strengths and really grow this innovation capacity and grow the opportunity for supply and services and exports that are associated with it," Kaszycki said.

Since 2013, she said, the Northern Ontario Heritage Fund Corporation, the ministry's primary funding vehicle, has invested more than $47 million in more than 100 mining innovation projects.

Kaszycki also focused Thursday on the relationship with First Nations, which will be vital to Ring of Fire development as several communities lie in the Ring, a large deposit of chromite and other metals in Northwestern Ontario.

Ontario's relationship with First Nations has been guided since May 2016 by its action plan for First Nations, launched in response to the Truth and Reconciliation Commission report.

The MNDM itself has produced a $4.9-billion Aboriginal participation fund, Kaszycki said, to support various reconciliation and relationship activities, programs to help communities more effectively engage with resource developers, values mapping to help communities understand where potential impacts of development are in their traditional areas, as well as an education stream which allows for the creation and support of relationship tables with various nations and tribal councils.

"This commitment also extends to industry," Kaszycki said. "Part of the partnership approach that we are engaged in at the provincial level, also we see it manifested in engagement with industry."

Noront Resources and KWG Resources, major stakeholders in the Ring, recently signed agreements with Marten Falls First Nation to work towards development in the area.
