This isn't exactly new news, as the Biden administration has been calling for US independence for critical minerals. But this specific legislation appears to be new... hopefully moving that effort forward:
"A new bipartisan Senate bill is aiming to accelerate that timeline, by banning defense contractors from sourcing those materials in the first place.
In an interview with Yahoo Finance Live, the bill's co-sponsor Sen. Mark Kelly (D, AZ) called Chinese rare earth minerals "a national security risk" and urged the Pentagon to act quickly to eliminate the metals from military weapons systems."
Note that the list of minerals does include lithium. From the bill:
(3) RARE EARTH METALS.—The term ‘‘rare
20 earth metals’’ means beryllium, cerium, cobalt, dys21 prosium, erbium, europium, gadolinium, graphite,
22 holmium, lanthanum, lithium, lutetium, manganese,
23 neodymium, praseodymium, promethium, samarium,
24 scandium, tantalum, terbium, thulium, tungsten, yt25 terbium, and yttrium.
