Perhaps because henceforth the deals will be straight up and above board,NOT what has been the norm previously.

The Licensing cost will more accurately and equitably reflect their actual VALUE rather than what has been "BACKROOM", secret 'NDA', hidden give-aways.. IMO

Maybe it's finally, 'OUR TIME', in the SUNSHINE.!!!
