I am not sure how much more money they need at this point:

They have 16M in short term cash making 3% at the bank.

They also have another 22.5 million coming in through exercised warrants and stock options (30 million at .75).

That makes for 38.5 million.

Unless they plan on opening a plant or buying out every other company in the area, I doubt they would be issuing a PP at this point.
