Perhaps this is why?

Recent amendments to the Mineral Tenure Act state that the min value of work or cash-in-lie required to keep a mineral tenure in good standing be set at $4 per hectare in the first three years of a tenure ad $8 per hectare in the fourth and subsequent years.
