I agree with the reasoning of jonboy and Polyabel for Noront to become a producer of the Windfall Goldmine.

To produce all you need is:

A) a great property (Windfall)

B) money (from the Windfall ramp, the selling of JV's on DE, etc...)

C) a vice president with 45 years experience in mineral exploration, former president and CEO of Hemlo Gold Mines (and others) who knows Noront very well being their advisor on WF and DE and who has guided the Windfall Lake Gold project.

RN likes to give hidden hints to good readers: the most important information is once again well hidden in the second part of the NR.
