I agree 100% with your post--Harper is NOT a stupid man---He is waiting for the NDP and LIB---party to expire----an election called some time this year---likely a hudak victory (minority)--government----then a infrastructure announcement after a PC victory---all this before an federal election in 2015---JMO. If it all turns out this way--all of us long term investors in NOT will be in the mmoolla again-----things are looking up.

But I also expect a liberal infrastructure annoucement before an ontario election--without a FED commitment---.
