I hope somebody can help me. 

The thing I’m asking myself lately is why these 4 cities are going through the trouble (and financial costs) without knowing if this is going to happen. 

I mean a bid like this costs precious time and for sure a few hundred thousands of CAD$.

So why do this when nobody knows what is going to happen. 

Or are they for some reason so convinced that this will happen.

I have no clue so anybody?
