Anything to do with either the FN or the government ALWAYS takes much much longer than any hard working person could possible imagine. Remember that's all they have is time & our money to spend. The FN has a vested interest in taking longer so they can squeeze as much freebies as possible from the taxpayers & business. If the FN Chiefs cared at all about there people they would get on with this projects and get there people to work & off government handouts, boredom & drugs.
