Yes too much for a small commnity BUT I ask where and how does such a community find enough dough to afford buying so much in so short a time period?
Pro active indeed but too much in the wrong direction. If they used that dough for better things then in a few years they would not need external help to develop their community and surroundings.

Ok, I do not need to harp just about this community, but that this kind of waste must be going on in most of these northern communities. They should belly ache less and do more correctly for themselves.
Pooling their assets could do wonders even WITHOUT government handouts.
