Muskeg and permafrost is a reality for resource businesses doing work in northern Canada, China and Russia.   Punching heavy roads through such an environement is clearly more expensive then driving a heavy dozer down an esker (the high ground) but its hardly rocket science and many companies have done it. The concept is the same as witer/ice roads except that you use an underlay/mat (instead of a sheet of ice) that spreads the load laterally so that the road doesn't sink. A modern version of a corduroy road.  Lots of examples from mining, oil and gas, pipeline, hydro construction etc.
