Nice work and memory Babjak1.  This same old approach is doing nothing but hurting their own people. 

"Chief Moonias said that his community has been in a state of emergency since 2013 due to a suicide epidemic"

Perhaps if these 2 chiefs had worked with all the other communities in advancing this project instead of stalling it their people would see a brighter future which certainly should help alleviate the state of emergency. 

It seems they are forcing their people to live in a state of insanity where this same old confrontational approach keeps getting them nowhere.

It will be a sad thing for their people to be left behind when the other communities start seeing the rewards of working together with industry and the gov't.  It seems to me the state of emergency is being propogated by these 2 chiefs themselves.

I wish their people the best and a better life.
