re: FN consultuations, It seems likely that the environmental assesment agency will be handing out additional assistance to make sure they get that "free" prior and well informed consent through this new program.  See link below:

Determination of funding these groups is who's decision?...and the funding process also seems a bit sketchy...not to mention the wack funding levels??

Any thoughts on how this will untangle things any?
