It looks like NGC is on a roll. Another surge by about 8%. Did not see any NR or any new development. Must be that it's just the momentum of this freight train. Hope that we all would catch this perfect wave.

At this SP level, institutions would have an opportunity to buy NGC shares (some of them would not be allowed to touch any "penny stocks", anything below $3.0/share?), i.e. more demand for NGC shares.

In addition, financing, if required, would be at a higher SP level = less dilution.
