The main reason being that governmental organisation in those country could sometimes change ideas or smell the opportunity and require additional coverage in term sof licensing putting the operations at risk. Therefore, they requested first a legal opinion that the licenses were appropriate and second a confirmation letter that NuRAN operates with the right licenses. 

2) The last one pending is DRC. This bureaucratic process involves banks, legal firms, agencies and ministies so obviously slow, unfortunately.
