The "more established suppliers" may be favoured if all things were equal....but that is not the case in this instance.

Think about it, the "consortium" wanted assurance that POET could provide a steady stream of their superior product...hence the DL deal, with a major entity providing all the assurances the "consortium" needed.

Makes perfect sense to me...
