Firstly we were advised that the buyer of DL would never have closed the first tranche without being fully committed to complete purchase. And there have been indications that individual members of the group would like a larger piece of the pie which I think was consistent with some of the statements made by Lily Wu.

And in terms of the 8th element it is typical for a company with a management team like POET with extensive industry experience to not announce completion of all deliverables until they have completed characterisation and sampling. I would not expect to hear any announcement of achieving all elements until they have both completed and tested in high enough volumes to be statistically relevant.
