Network cards plug into servers on buses that are typically much fater than the network speed. See wikipedia on PCI express as an example. A PCI express bus at 1G/s could handle your network connection at 10/25/100/400G. Thats not to say that a network manager just randomly start swapping slower cards for faster ones. Probably work from core back out to end nodes.
