At least they are pulling the trigger this time.  Every previous announcement of "potentially" doing a split always lead to huge downward pressure on the stock price.  Now we get to see what this is going to do for the company.  Opening the doors to larger investors is usually a good thing, so long as they have the framework in place to put us on the radar of funds and other deep pockets.  These guys are vets and certainly seem to know the dance, so expecting good things to come.
