Good article Wake, but this whole argument is crap. The state, be it Chinese, American, German or Canadian, always supports industry in one way or another. To suggest that Cisco has only received 22 million over the last 20 years is nonsense. I am virtually certain that the US government uses Cisco equipment in a lot of their functions...the US government likely has bought billions of dollars of their equipment.
Whether this constitutes a "subsidy" is anyone's guess.
The same argument has been fought over airlines for my entire life; the US claims Airbus is subsidized by the EU, which it most certainly is, while the US, with Boeing, sends hundreds of billions of dollars their way with military contracts.
Personally I see no difference, but that's just me.
