I think the simple answer is yes, it could be done, but it would take some time to develop how such a device would work.
The OI is used to marry, if you will, the electronics with the optical in a small package. Many of the testing devices will use optical components to "look" for whatever it is designed for. For example, as a blood glucose monitoring device the laser would look for increases or decreases in voltage through an optical sensor
